Jay has a broad practice including common law and personal injury law, public and administrative law, and employment law.
Before coming to the Bar, Jay practiced in various roles at Victoria Legal Aid, including as an Associate Public Defender in VLA Chambers, and a Deputy Managing Lawyer in the Civil Justice Directorate. Earlier, he was a Senior Lawyer at the Victorian Aboriginal Legal Service. Jay commenced his career in litigation and employment law at regional and mid-tier firms.
In those roles and since coming to the Bar, Jay has appeared led and unled in a range of matters, including:
- Reviews under the Crimes (Mental Impairment and Unfitness to be Tried) Act 1997 in the County Court and Supreme Court;
- NDIS and social security merits review proceedings in the Administrative Appeals Tribunal;
- Discimination, sexual harassment and guardianship proceedings in the Victorian Civil and Administrative Tribunal;
- Employment law proceedings for dismissal and unpaid entitlements in the Fair Work Commission and Federal Courts;
- Coronial proceedings including as appearing as Junior Counsel representing the family in the Inquest into the death of Phillip Pierson; and
- Compensation claims under Section 85B of the Sentencing Act 1991.
Jay accepts common law and personal injury law briefs including public liability, product liability, workers compensation, motor-vehicle/transport accidents, intentional torts, institutional abuse, inquests, and insurance related matters.
Jay also accepts briefs to appear in criminal and quasi-criminal matters.
Jay holds a Juris Doctor and Bachelor of Commerce from the University of Melbourne. Prior to his legal career, Jay worked in project coordination, business development and technology consulting, including at a top-tier professional services firm.

Jay is a Victorian Branch Committee member of the Asian Australian Lawyers Association, and a Committee Member at Liberty Victoria.
