The Victorian Law Reform Commission has the opportunity to make a lasting impact on law and justice policy. An urgent issue of our time is how to deal with the epidemic of sexual offences. Previous reforms, though well intentioned, seem to have made little practical difference when research tells us that the vast majority of sexual assaults are never reported and very few result in convictions.
What can courts and the broader justice system do about this pernicious social problem? The Honourable Tony North QC, the Chair of the Commission, considers the options open to the law reform commission in its review of the response of the justice system to sexual offences, including possible alternatives to the courts.
