Rachel practises in civil, administrative and common law.
She advises and acts both for and against government agencies and departments in areas including discrimination, licensing and regulation, coronial inquiries, police torts and ward of State claims.
She appears as Counsel assisting in the Coroner's Court and before specialist Tribunals including the Victorian Legal Admissions Board, VOCAT, the Suitability Panel, and in VCAT. In 2015 she was one of the junior Counsel Assisting the Royal Commission for Family Violence together with Mark Moshinsky QC and Joanna Davidson.
She has is regularly briefed in disciplinary matters on behalf of both regulatory bodies and respondents and has extensive experience particularly in health practitioner Immediate Action and referral matters under the National Law.
Rachel also appears in common law claims and judicial review matters and on behalf of the Secretary in matters under the Serious Offenders Act 2018.
Rachel was Counsel Assisting the Coroner in the inquests into the deaths of Luke Batty and Kelly Thompson (family violence) and the deaths of Numan Haider (police shooting), Gong Ling Tang (police contact) and Craig Douglas (police shooting).
Rachel is the Advocate for the Anglican Diocese of Wangaratta and a member of the Church Law Commission dealing with canon law for the Anglican Church.
