Magistrates’ Court of Victoria

The Governor in Council has today appointed as Magistrates: Stephen John Ballek, Jacqueline Annette Billings, Letizia Mariela Torres and Randall Joshua Kune.

Stephen Ballek is a Principal Solicitor Advocate in the Victorian Office of Public Prosecutions. He was admitted to practice in December 1989 and has practised both as a Solicitor and at the Independent Bar (He read with Duncan Allen, later SC; now County Court Judge). He has, for the last more than 13 years, been a Solicitor at the Victorian Office of Public Prosecutions.

Jacqueline (Jacqui) Billings has been a Partner at O’Halloran Davis, Solicitors, in Moe for more than 22 years. She was admitted to practice in March 1992. She was a member of the Executive of the Gippsland Law Association for some 10 years, serving as President from 1999 to 2005.

Letizia Torres has been a member of the Victorian Bar for more than 22 years. She was admitted to practice in March 1996 and signed the Bar Roll in May that year. She read with Julie Sutherland.

Randall Kune has been a member of the Victorian Bar for a total of more than 16 years. He was admitted to practice in April 1996 and first signed the Bar Roll in May 1999. He read with Helen Symon (now QC). He also practised as a Solicitor. He has taught at the Monash Law School as a Sessional Lecturer since 2001; then as a Senior Fellow since 2012.
